Too often, data that is included is generic or not to the point. The Significance section lays out different dimensions of the problem (federal and state) and uses good examples to add clarity. Bolded headers helped staff keep the request organized in our own minds. The Methods section is strong because it links specific project activities to each stated objective and because objectives are clear and focused. Again, bolding helps staff see the wide reach of what is proposed.
